for a few months now, my computer will randomly start hitching, it is doing it as i type, where the computer becomes unresponsive for a split second then goes back to normal, its happened three times as im writing this i dont even entirely remember when it started so i have no clue if its something ive installed or not, though beyond games, i dont recall installing anything this year, also, it is worse if i have wallpaper engine running, but now its happening even if i only have my standard wallpaper. ive tried everything i can think of short of a full reinstall or using a backup ive had sitting on a hard drive since november, but i really dont want to have to do that. 

ive made sure my drivers are updated, i reinstalled the last windows update, i reinstalled icue, i made sure everything is updated, i dont know what else i can do, anyone got some tips?

Go to performance tab in task manager, take a picture and send it here, maybe you have too much stuff on your hardware?
I'd also check thermals with HWinfo
