Whats the max core clock and memory clock that is stable on amd R9 270? Is there any fps increase in gaming? What program is good or best to go with? And what about the temps on this gpu, do you need any special fans to oc?

Every gpu is different.

It depends on how lucky you are with the Graphics Card you buy. No Graphics Card has a "guaranteed" max overclock, it depends on the quality of the GPU Core, RAM, VRM's etc. 

In terms of overclocking software, MSI afterburner is good for dialing in your settings and MSI kombuster is good for stability testing.

like the others said every chip is different but i would be surprised if most cant hit 1000mhz, most msi afterburner profiles top out at 1050 unless you enable unofficial overclocking (fake buggyness in my experience).

no aftermarket cooling is needed but a good cooler (2 big fans like on gigabyte/msi models) will allow it to run cooler with quieter low fan rpm.

as for memory your best bet is to check what make/model the ram is on the card (find reviews?), once you know who tis made by you can trace it to the OEM and run it at thier speeds example my 7850 has hynix ram rated for 1250 so i run it at that, my msi r9-270 i had higher binned/volted hynix and was rated for 1500mhz so i ran it at that.

performance from overclocking the core clock can change dramatically seeing as most are factory underclocked (in my mind) to 860mhz :wacko: when amd happily released ghz models 2 years ago on the same architecture hence why i say 1000mhz should be acheivable, and more with extra voltage (though i wouldnt push your luck obv).
