But, if you look at YouTube and check videos with similar CPUs, with a graphics card like a 3060 or 3060 Ti, I think you probably have some headroom for higher performance.

 

That said, the general rule of thumb, is that if you change the graphic settings/resolution and the FPS stays the same = CPU bottleneck.

It is impossible to give you a single number like: 10%, because this question depends on the game, the resolution and your game settings.

 

Generally speaking: I think this is not a good idea, without doing the graphics card too. A 4500 is fast enough to give you most of the performance from a 1650 Super.

 

But, there are some games (like esports) which will benefit from the CPU upgrade anyway, especially if you play at low settings/1080p.
