Help with broken 3060ti

Hi reaching out for any tips to revive a MSI 3060ti dual fan, I got my hands on a cheap not working GPU and was hoping I could get lucky and save it. I took it apart and cleaned it very well and found no damage and reapplied new thermal paste over the gpu chip and made sure all the thermal pads were lined up properly. I tried to put it into my PC but it has no display and the fans won't spin and the debug light has "VGA" led lit up, I tired putting it in my 2nd PCE slot to see if I could look at it in the BIOS or device manager but it just says the lane is empty. I am running out of ideas on things I could try, not the end of the world if I can't fix it but it would be really nice if I could, I am hoping maybe the GPU bios is corrupted and maybe I can someone reinstall it (It does not appear to have a bios switch anywhere). any ideas on things I could try to revive it?

Did you try reflowing the card? That is really the only next step.
