You've got a very fun project on your hands.

does the driver it says in the text work with the maximum refresh rate and resolution as my screen? Because I thought the driver is the one that actually signifies that what the refresh rate. Correct me if I am wrong

Ok this is what I am trying to say, An laptop LCD panel already has a driver, and my driver is 240 hertz, but the problem is that it uses EDP not HDMI, How do I convert it to HDMI without sacrificing the 240 hertz driver's performance and buying a new driver for it self

Eeek, well, if it absolutely MUST be HDMI, you'd want an EDP to DP converter, then a DP to HDMI 2.1 adapter.
Note that every conversion is introducing more latency and more points of failure.
