A used 40 series high end card aka a used 4080 or 4080 super isnt a bad choice

A used 7900xtx if you dont care about raytracing

A new 7900xt can be found for right about your budget again if you dont care about RT

I wont even bother with the 50 series cards tho as they are um... how do you say doggy doodoo water in norwegian? as the "decent" choices start at the 5070 ti which goes for... over 1100 euros in most of europe

If you dont play some of the very select titles AMD is not good at like Black myth wukong or care about Raytracing then a used 7900xtx or a new 7900 xt (also used as it could be cheaper) is a much better option

Games, programs or workloads that it will be used for: Monster Hunter: Wilds, Space Marine 2 and other high end gaming.

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): I'm running a pretty solid homemade PC. This is my current hardware:
CPU: Ryzen 7 5800X3D
Motherboard: ROG STRIX X570-E GAMING

GPU: ASUS GeForce RTX 2070 SUPER ROG Strix 8GB
RAM: 32GB G.Skill Trident Z Neo DDR4
PSU: Corsair HX1000i Platinum
This PC was built late 2019 so it's starting to get pretty old. I'm mostly looking to upgrade my GPU as I feel my other components should last me a while longer. So I was looking at the 9070XT as the replacement GPU but it's hard to get it anywhere for less than 40%+ over MSRP. Are there any other cards I could go for? Also, if there is anything else I should consider upgrading, I'd love to hear your ideas.

I'm surprised at the power of nvidias 10 series, I have a 1060 6gb and it can get around 30 fps in 4k settings. obviously it not what your looking for but its crazy for a 9 year old card.

for upgrading make sure you get a card with at least 8gb of vram the more the better
