IO Initialization failure. Its something in your IO chain (so in this case most likely your SSD or USB devices) failing to initialize which is sending the device to a loop. Unplug both things and see if it at least boot to "No Boot Device" error on your screen.

 

And of course the usual rigmorals apply. Remount everything, and make sure theyre tight on there and evenly seated.
