cpu core clock jumping up and down

Thats a nice CPU!

CPU Core clocks will bounce around and sometimes drop quite far down in speed to save on power etc when full power is not required.

You can set the power plan to max performance, this can help 🙂   You will see higher clockspeeds and power draw during idle if you do this but this is nothing to worry about.

the speed is flat 3994mhz then drops 3445mhz and one of the cores to 700mhz

Is this while gaming or idle?

CPU's bounce all over the place and this is completely normal.

When gaming it shouldn't drop down to 700Mhz but it might still bounce around a little.

Ok thanks! one question why my frames and overall perfomance drop badly when gaming like fps drop from 100 to 50-64

Do they stay at 50-60 fps when dropping or do they go back up to 100?

This can be many different things like GPU or CPU not being fast enough, your games might be at too high settings for your setup or just badly optimized games.

Hmm. Weird.  You GPU temperatures seem okay from the previous post.

But if your cores drop to 700Mhz during gaming as mentioned above, this might be the reason for the performance loss.

Is your CPU temperatures okay?
