Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc.): I start off fresh since i am upgrading from a laptop (peripherals i do already have), i am planning to buy from now until the upcoming 2-3 months depending on cost of PC, 1080p (1440p if possible in budget) at 144 Hz would be ideal, aesthetics don't matter, but would love good airflow so i don't face any heat issues, and also tools that might be handy for building a pc, to whoever will be reading this, thanks for helping!

Are you feeling lucky?

You could try to get a used GPU, but there's a chance on getting scammed, so personally I'd go with new.
Try looking for a RX 6800 non XT.
