Computer won't boot

I'll cut to the chase. Stuff got messed up and now I'm here. The only drive installed is a brand new Samsung m.2. I have legit Windows 11 install media on a flash drive. 

 

When trying to boot, the computer just turns off, like the power was cut. Wtf is going on?

 

The longer I let it sit when it's off, the longer it seems to last after I boot it up. Like if I try and turn it on immediately after it shuts off it 'll kill power within a couple of seconds.
