Yeah, overheating will definitely cause freezing and lagging lol!

 

Having a high clock at low overall load percentage is normal. Modern processors will typically dynamically boost one or two threads, if it has the thermal headroom to do so, even during low load scenarios just to make your PC even snappier. Like, it's the difference between a program taking one second vs. two seconds to open. It might make a small difference but it all adds up in terms of just how snappy your PC feels.

 

(In fact it's common to see modern processors running higher clocks during light/moderate load than full load, where they usually have to pull clocks back in order to stay within safe power and thermal limits.)
