Pre-applied thermal paste problem

It's normal for those coolers to arrive like that and they work fine, so long as the user doesn't mush lint into it upon opening the packaging.

The stock cooler from my i3-14100F came without a protective peel on its thermal compound. I checked for dust or other particles and it seemed fine, so I installed it anyway, Is that a problem? Can that paste "expire" (harden up/dry up) without that protective foil? I don't know how long it sat in the box like that. It's the first time I install a CPU/cooler, I just want to make sure it's fine.

It's fine. The protective foil is just to keep things out of the paste.

 

That being said the stock Intel coolers, don't have peel, just a plastic protector over the cooler.  So what you got was normal.

Stress test the CPU. If you are not thermal throttling, you are perfectly fine. If you are throttling, re-paste the cooler.
