Is 850w enough?

Hello I got a new gpu the Intel A770 asrock phantom gaming to replace my 4060 TI gigabyte but now my pc refuses to boot I'm confused as 850w should be well enough my cpu is an Intel core 13th I7 K my motherboard is an gigabyte Z790.

Is this over kill?

 

 here a video of what happening I rested ram and cleared cmos got nothing.

The power output capacity of the PSU is not the problem here, you have more than enough power. It looks like something is mis-wired or shorted.

That what I can't figure out I unplugged basically everything and it just won't power.

Why are you replacing the 4060Ti with an A770?

I message the seller they say the Intel arc has an delay before posting I can't tell if there playing me for an fool.

Return that, get a B580 if you want to support Intel.
