I've provided a link to a PC part picker list that I would like for some people to check out and make sure it's optimized. I'm going to be putting this PC together for a friend. We don't want to do a custom water loop again for him so the all in one is what I plan to use.

I would think matching all fans in the build would make for a more agreeable display.

 

Without understanding use case and budget it's not possible to know if the 9800X3D or some other CPU would be a better choice.

 

A memory kit with EXPO profiles might be better.

 

Without knowing the use case, it's not possible to know if 64GB of memory is excessive.

 

There are better PSU.

80+ ratings certify electrical efficiency. Not quality.

So there isn't really a budget, I was basically told "I want the highest end possible without getting stupid with it".

Some of the games he plays are star citizen, battlefield, call of duty, rainbow, Minecraft, runescape... And basically what ever is popular at the time. 

The vibe that I'm getting is that this is supposed to be incredibly impressive and also he should not have to upgrade for a while.

The RTX 5090 and 5080 will be released in a few weeks from now. Wait to see the reviews of those cards.
