CPU Overheating Problem

Hi, I am currently upgrading my PC and have ran into an issue. Going from AM4 to AM5. I have bought a Ryzen 7 7800x3D and it keeps overheating really quick even when just sat in the BIOS. I boot the machine up and go into the BIOS it then immediately starts to warm up and get to 80 Celsius within a couple minutes then the PC turns off because it is overheating. If I try to boot it back up I get a Overheating error. I have got a brand new Coolermaster Masterliquid 360L Core White AIO. All the fans are working and seem like they are going a full pace straight away as they are very load. 

 

Tried CMOS reset, updating the BIOS, repasted the CPU multiple times and checked there are no bent pins on MOBO. The MOBO is also new (ASUS ROG STRIX B650-A GAMING WIFI). In the BIOS it shows the AIO pump working and I get feel a vibration when it is on. 

 

I got it booted into Windows for a short time and was able to install the ASUS software to see if that would help but still the same issue. Any ideas would be much appreciated.
