Being an older card, the 2070 may be more permissive with the PCIe bus speed.

In the BIOS, can you change the PCIe speed to  Gen4 or Gen3 ?

Also, be sure to fully update Windows before installing AMD drivers for your 7800xt

I changed it to gen4. Still didn’t work.

I forgot to ask. Did you reinstall Windows since you upgraded your GPU ?

I know it is a hassle but I recommend installing a fresh Windows when switching major components like GPU and CPU.
