GPU & CPU in game usage questions

On some games I get very high usage on my GPU and on others I get very low GPU usage. On Apex Legends and Escape From Tarkov I get very low GPU usage/power consumption and low FPS. Then on Overwatch I get very high GPU utilization and I can run the game at high settings and have a lot of FPS.
On top of using MSI Afterburner to show my FPS, usage and temps I also used the program Core Temp to check if only a select few of my cores were being maxed out in Tarkov and it seems they were not.
Nothing seems to be bottlenecked and I'm not sure if there is a bios, Windows or in-game setting that I need to adjust or not.
Any help would be greatly appreciated!

I have found what I belive to be the solution and I will just comment here what it was incase anyone else is having the issue.
For some reason, the Windows setting "optimizations for windowed games" was on, and turning it off seemed to allow my comments to not be bottlenecked or FPS capped. It also removed very bad stutters I had in multiple games. On top of this, I also updated my bios to the most recent non-beta version.
