GPU & CPU in game usage questions

Nothing seems to be bottlenecked and I'm not sure if there is a bios, Windows or in-game setting that I need to adjust or not.

I have found what I belive to be the solution and I will just comment here what it was incase anyone else is having the issue. 

 

For some reason, the Windows setting "optimizations for windowed games" was on, and turning it off seemed to allow my comments to not be bottlenecked or FPS capped. It also removed very bad stutters I had in multiple games. On top of this, I also updated my bios to the most recent non-beta version.

Do you have any sort of FPS cap?
Check nvidia's fps cap, I don't have an nvidia gpu anymore, only used the new app for a little bit, see if you can find some sort of fps cap involved, either in-game or by nvidia's app,

I do have "Max Frame Rate" off in the Nvidia App and in Overwatch and Tarkov, but I am not sure about Apex Legends. There is no in-game setting for it, so I made it unlimited in my launch options, but I cannot see if that works because I cannot hit over 144 fps regardless in that game.

Wait, what's your ram speed like? Could it be that by any chance?
