Wanted to build my first Gaming PC and the biggest challenge I have encountered is my lack of ability to make a decision.  The thing I need help with is either deciding to go with a 4070 or a 7800 XT for a GPU or maybe switch up the cpu.  The current CPU that I have selected has a deal on Newegg that comes with a free 1TB m.2 SSD.  I am looking to stay roughly around $1000 (the state that I am doesn't have sales tax soooooo win?).  Please criticize, or make suggestions...its the only way I'll learn.  Also for the record, its so easy to watch videos, but when you are trying to figure out what you want or can get, things get a little difficult.

Consider a better CPU cooler https://pcpartpicker.com/product/9Gstt6/thermalright-assassin-king-se-argb-6617-cfm-cpu-cooler-ak120-se-argb-d6.

Consider a memory kit with slightly better timings.

If the budget can take it, consider a better PSU. Perhaps https://pcpartpicker.com/product/hCGbt6/thermaltake-toughpower-gf3-tt-premium-750-w-80-gold-certified-fully-modular-atx-power-supply-ps-tpd-0750fnfagu-4 or https://pcpartpicker.com/product/jZHqqs/adata-xpg-core-reactor-ii-650-w-80-gold-certified-fully-modular-atx-power-supply-corereactorii650g-bkcus.

80+ ratings certify electrical efficiency. Not quality.

Sir you are a wizard!  just out of curiosity...would it be worth waiting for the 5000 series gpu and getting the 4070 then?  im also curious if Intel's battlemage would loosen prices on nvdia too (doubt it but hopeful)

Waiting until those gpu's are released is probably a good idea.
