I have 2 PCs. PC-A and PC-B.
PC-A is only a year old.
PC-B is a few years old.
The problem I am having is only with PC-A.
The problem does not exist on PC-B.

The Problem: 
On both PCs, Steam opens on Startup, like they should because that is how I set it up.
On both, Steam is running in the background at all times, just like what is shown in pic #2.
If I click on the logo in pic #2 on either PC, Steam loads instantly! 
But if I click on any of the Steam shortcuts or the Steam .exe file, on PC-B Steam will load instantly.
But on PC-A it takes about 20 secs to load.
This problem only started on PC-A about a week ago.

Around the same time, I started having the issue where when I click on "Performance" in task manager, the system lags for about half a sec, when it used to not do that.
I even reinstalled Windows 10, and it did not fix either issue. Yet PC-B, which is older, is not having these issues at all.

Could anyone give me some insight as to why this might be happening? Thank you!

I'd geuss disk read speed is slower on new pc than older pc.

 

I'd try disk speed test and find out.

 

On other hand, if task manager is freezing.

That would make me test ram memory for errors.

I'm jank tinkerer if it works then it works.
