Can't reboot

Hi guys! I'm in need of the tech community for this one. I'm having difficulty troubleshooting this issue I've been having. 

 

Here are my specs: 

Motherboard: B550 Gaming X V2

GPU: RX 6600
CPU:  AMD Ryzen 5600X

RAM: 32Go 3200 DDR4 dual chanel

Storage: M.2 Crucial P3 500Go , 1To Samsung SSD (the rest is in the NAS)

Power Supply: 650W 

 

I never notice because I never reboot or unplug but basically I can't reboot my PC.  Whenever I have a windows update. Or if I just hit restart instead of start. The pc doesn't boot. He goes black screen and never boot or never shut off. I have to power cycle and force it to go into the Bios (it immediately says it was reset even though i didn't.) Unplug again and hope for windows to boot.... 

 

I've checked the power supply, RAM, The motherboard's bios, I've reset windows I even send the card back although i never got a report back.

 

I've been wondering if the motherboard was defective, if 650W was not enough...  I just have no clue....

 

Anyone got an idea ?
