Gpu usage issue

I built a new pc and it works fine until I put it under load. In any game or any GPU benchmark the GPU usage spikes like crazy (see image attached). I've tried searching for solutions, but nothing helped, so now I'm here.
Any suggestions?

Sounds like it could be the riser cable

I haven't tested it without the riser cable because, that would require to take apart the whole pc, but i guess I'll have to (the struggles of SFF builds).

Just tried it, works perfectly without the cable, but the setup is scuffed af. Would it be easier to just get a slightly bigger case that doesn't require a riser?

If you have the budget, yes. Riser cables seem to inconsistent to me. Unless you want to take a shot at another riser? As long as the return policy is good of course.
