I have a rtx 3070, i5 11400F, and a b560 ds3h ac-y1 motherboard but i get terrible fps in my games. I need help finding a CPU that will pair great with my GPU and is still somewhat cheap.
GPU runs about at 15%-30% and CPU runs at 80% or even more while playing games.

That doesn't sound right....
I had a 11400f and a 3060 ti, sure it throttled because it was a crappy pre-built, but i definetly was getting good fps....
Have you tried benchmarks? Or other games?

I'll still answer your original question, bud further investigation is required, tell us what fps and what resolution you got.

Socket's pretty dead now, you can get a 11900k which would be the best cpu in the same socket. If you want any more, you'll need a new motherboard and the whole deal.

on furmark i got 9156 points and cinebench i got 4935 points. Apex legends gets 24-40fps, cyberpunk 2077 gets 40-60fps,cs2 gets around 100fps, fortnite gets 90-100fps but stutters really bad, the other games stutter too but just not as bad. i run everything at 1080x1920.
