Budget (including currency): depends on upgrading or building new pc

Games, programs or workloads that it will be used for: A lot of chrome tabs, VMs, programming (maybe ai)

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): 

I currently have a prebuilt PC with 2x8gb ram, i5 9400f, gtx 1650, 256gb nvme and 2tb HDD. I also have a m1 MacBook Air. I wanted to upgrade the ram because it’s constantly at 100% utilization. However since the motherboard only have 2 slot of ram (crappy prebuilt one) and I couldn’t just add more ram kit because it’s already filled. 


I see 2 path I could take. First is replacing the ram to 2x16gb. However I don’t know if other hardware would limit the future upgrade path for my pc( like the motherboard since it only got 2 ram slot, and it is using 1151 socket? I think so there’s no cpu beyond 9th gen that support that socket)

 

another path I could take is just build an entirely new pc. I’m not big into gaming (Minecraft Roblox factorio) but I might use my gpu for AI training. So NVIDIA gpu would be a requirement. Also I need intel cpu for virtualization (as I use VM) and I would prefer it having many cores or threads.


What would you recommend me to do in this situation? Upgrade Or Build new?
