Entirely depends on how much you can find an i7 10700 or 11700 for. Pre 12th generation Intel simply isn't worth investing more into unless we're talking sub $100 for the CPU. 11700f seems to get close to that, but I personally wouldn't ever trust those websites, not to say you shouldn't though.

If your issue is mostly multicore performance, which is entirely possible with a 10400f in 2024, then a drop in CPU upgrade might be worth it. I would just consider the fact that if you're willing to spend more, +$500 or so for a new setup, you might be able to sell your current hardware and get 1 solid desktop that can stream on its own. That would involve some sort of RTX 3000/4000 series card as you suggested initially to use the very capable NVENC encoder.

Something like an R5 7500F (or R5 7600) on a new platform with a decent motherboard would provide a wonderful upgrade path. The 7500F more than doubling the single and multicore performance of the 10400f. Easy upgrade path and the resale on a 7500F should be easy in the future given the probability for AM5 to be around for a while. Even if that involves keeping your RX 6600 XT and secondary PC, I think at minimum you should go for that.

Giving a few options because its hard to say definitively what the best path is for you. Me personally, I'd jump onto a new platform with a potential upgrade path. AMD competing with its own products makes the value of AM5 stronger, since AM4 is still viable and competitive on the market.

Budget (including currency):

Depends on Needs for Upgrades in USD.

Country:

United States of America

Games, programs or workloads that it will be used for:

i use some Specific programs because being a Vtuber that are necessity and will mark with "!". also i have to Game Native Screen Resolution but stream a different resolution. tried downscaling display and stuff made graphics unusable on my screen.

System Screen Native Resolution: 4K HDR10+ (3840 x 2160, 60 Hz, 1,499 nits)

Multi-Streaming at: 1080p 60 FPS to Twitch and YouTube, want to add a vertical Facebook gaming stream someday too

Streaming Software:

! Streamlabs/OBS

! Vtube Studio with iPhone Tracking

! VBridger

Other Software:

SignalRGB

Wallpaper Engine (use to help prevent Screen Burn In)

Viva Trucking Game Tracker (for ATS and ETS2)

Games are Varied:

American Truck Simulator (ATS)

Euro Truck Simulator 2 (ETS2)

Star Trucker (Release is Sept. 3rd, 2024)

Final Fantasy XVI (PC Release is Sept. 13th, 2024)

Final Fantasy VII Rebirth (when it comes to PC)

Final Fantasy VII Intergrade

Final Fantasy VIII Remastered

Final Fantasy X/X-2 Remastered

Final Fantasy XIII

Final Fantasy XIII-2

Final Fantasy XIII-3: Lightnings Return

Final Fantasy XV: Windows Edition

Chrono Cross

Marbles on Stream

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc):

only have a total Disability income of $984 a month to pay all my bills. it will take me time to say the least and may include unreleased products currently by time its done. need a guideline though. A CPU guide like i7 or i9/ryzen7 or ryzen9. A GPU guide like Nvidia XX70 or XX70 Super or XX70 TI Super/AMD RX X700 XT or X8000 XT or X800 XTX. the generations might very on GPUs so used "X" to represent generations like the Nvidia 40 Series for example.

My System resources are the Problem with my Gaming Streaming Needs. My Current Gaming Tower "10th Gen i5, 16GB Ram, RX 6600 XT" is running at 90% to 100% CPU and 75% to 85% Ram Utilization. i do have a gaming laptop i considered setting for streaming on dual pc setup, but pretty limited there too. its a HP Gaming Laptop with 11th Gen i7, 8GB Ram, RTX 3050. I'm thinking best bet for content creation will be upgrading my Gaming Tower.

I have WiFi and Lan Card because my current motherboard WiFi and Lan burned out. if i reuse my motherboard ill need the cards. Sound Receiver System is from my need of combing my devices to multi purpose due to space constraints. hence why my main Display is a LG 4k HDR10+ QNED TV. The case change is because my big cat bent my existing NEO Air case top where fans will not work at top anymore. i did tried to straighten it, but its to far gone. so getting the Thermaltake Core 3 Pro to wall mount it to protect it. the AIO is best 420mm bang for the buck i can find in the white color.

thanks to any help i receive, and not going top line but needed with with future wiggle room:

You don't have to go far to beat a 10400F and 6600 XT. A general budget would at least help since otherwise I'd just recommend spending $4000 to get a 7950x3D and RTX 4090, eliminating the stream PC.

well that's the problem i live on $984 a moth only for everything. so not sure if getting a 11th gen i7 and doubling ram be enough or not would give a 2nd nmve ssd slot as well getting a 11th gen cpu. not sure if i9 existed in 11th gen

It does, but you'll be TDP limited and be unable to overclock with a B560 board. Its probably the cheapest option, a drop in CPU upgrade and cooler upgrade. I'd just stay away from water coolers for sustainability, go with something like a Thermalright PA120SE.
