Hey, I play FiveM and whenever I play my CPU is on 100% and my GPU is on 5-10%, No matter what setting I change this never changes. My CPU is a ryzen 5 3600x and my GPU is a AMD RX 6500xt I also have 32 GB of RAM 

Is this a bottleneck and also what new parts would I need to get if it was?

FiveM can be CPU intensive, hard to tell unless you can specify what mods are you using?

Have you tried the FiveM Forums? They could probably help better.
