Currently running a 13700K in a Lian Li Lancool 216 with a Be Quiet Pure Loop FX 360mm Aio and temps hit about 97C while running Cinebench R23. Are these temps normal or something to worry about? And is there any thing I can change to make the temperatures less while maintaining performance? I’ve repasted, undervolted by an offset of 0.05, and disabled enhanced turbo in my bios. Any help would mean a lot to me. Thank you.

Did you mount the cooler yourself? Take the pump/block off and check mounting bracket. Screw all the way down. Repaste, Make sure screws are tight. See if its better. and as @TatamiMatt mentioned, check pump and fan speed, but its a fairly capable AIO with thick rad, so should work alright even at low speeds.

PL1 and PL2 power limits? (check in HWiNFO) How old is this BIOS? Are you aware of what's going on with Intel right now and their i7 and i9 chips?

I would UV it more. Also,  that's a hot CPU, so get a bend correction frame (BCF) to protect/unbend the CPU and improve cooling. What temps are you getting with the heaviest real load instead of CB23?

I've been using computers since around 1978, started learning programming in 1980 on Apple IIs, started learning about hardware in 1990, ran a BBS from 1990-95, built my first Windows PC around 2000, taught myself malware removal starting in 2005 (also learned on Bleeping Computer), learned web dev starting in 2017, and I think I can fill a thimble with all that knowledge. 😉 I'm not an expert, which is why I keep investigating the answers that others give to try and improve my knowledge, so feel free to double-check the advice I give.

My phone's auto-correct is named Otto Rong.🤪😂

While gaming it hovers around the higher 60s to lower 70s. Highest I’ve seen it get is like 71C while gaming. It idles at like 35 to 39

I looked up the power limits recommended by Intel and changed all of those and now my temps are hovering around 90 and hit 91 sometimes

Built the computer I’d say about a year and a half ago. The pump runs at 40% when idle then ramps up when CPU hits 60 because that’s the temperature I see it around mainly when gaming. Then after 60 if it goes higher it increases fan speed in increments and when it hits 90C it maxes out the RPM.

If that's the worst 6then you have nothing to be concerned about.
