Is there any way that those people could be charged? Like if the police decided to do a prank like this?

Sort of like pre-crime? People like this belong in prison.

Don't think its legal to arrest someone in this fashion. There was a fancy word for why but I don't remember. 

 

EDIT: its basically along the lines of setting someone up for a crime.

Ahht the word I was looking for was Entrapment: In criminal law, entrapment is a practice whereby a law enforcement agent induces a person to commit a criminal offense that the person would have otherwise been unlikely to commit.
