Budget (including currency):  $1500 USD but flexible to spend more

Country: United States

Games, programs or workloads that it will be used for: Heavy VR use, Arma, Siege, Blender, Photoshop, Substance Painter, and other miscellaneous applications and games

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): Im looking to upgrade(probably more or less just build a new one) from my current computer which is just hitting 5 years old with a Ryzen 9 3900x, Asus Mobo, 32gb DDR4 Ram, 650watt PSU, and a RTX 3070 TI with two 2TB M.2 Samsung 980 pro's and two more 2TB Samsung 870 EVO

Im wanting to Keep my Graphics card and my Storage drives but basically everything else NEW and im wanting to use the NZXT H9 Flow Case in a all white build. i also was thinking about AMD's new Ryzen 9000 series CPUs that i think i saw release at the end of this month. So i guess i really need help on decided Ram PSU and any CPU AIO recommendations if possible and if its known if you can use any already released mobo's with the new Ryzen Chips

Is 5700X3D or 5800X3D + GPU/PSU upgrade not an option? What do you seek to accomplish with this upgrade? If you have $1500 or more to spend on a new build. I would just drop in a 5700X3D and a 7900 XT for now with a 750-850W Tier A or B PSU. Then wait and see what Zen 5 and new cards have to offer. AMD most likely won't have anything to replace the 7900 XT or XTX according to rumors. NVIDIA will of course be coming out swinging. And Intel should have an offering that tops out at like 4070 Super levels. By then we should also have a clear understanding of what Arrow Lake is like. But if your goal is better performance in games: a 3D V-Cache chip and GPU upgrade would make the biggest difference.

Power Supply: Super Flower Leadex III Gold 850 W 80+ Gold Certified Fully Modular ATX Power Supply  ($79.99 @ Newegg Sellers)

like i had said, my computer is old and starting to show its age, probably have close to 30k hours on it if not more, it gets heavy heavy use and am just having weird larger issues here and there an would like to just nix all the possible issues with new everything mostly. My graphics card isnt even a year old yet so thats the only reason im really keeping it and not upgrading yet

Also quick edit, im not having performance issues when playing games a small minor upgrade is not what i looking for

Do you live near a Micro Center?

Also, you say you are having peculiar large issues that are popping up, but you are not having performance issues. Can you clarify on that? Sometimes a simple Windows reinstall fixes those random issues. If you are not having performance issues. I'm not sure what your goal is exactly. I understand you are a heavy user, and the machine has been put through its paces. But some troubleshooting wouldn't be bad either.

*a lot of work related applications favor nvidia. Raw performance will still be enough to outrun this, but not enough to be worth it in my opinion. Games on the other hand.......

Would you happen to have any other AIO recommendations I wouldn't have to wait over a month for?
