Budget: 2500 CAD AFTER TAX (lower is preferred)

Games, programs or workloads that it will be used for: Roblox, R6, newer games @ 2k resolution

Other details: My friend wants to build a pc setup, including monitors and a UPS, that will last him a year or two before needing to upgrade it, future proof parts are wanted so he wont have to get a whole new pc later on.

I'd go with something like this instead.  The AM5 platform is a lot more futureproof as you can upgrade to the 7800X3D or the upcoming 9800X3D from AMD.

The 7600 is faster than the 12400f in gaming and the 7600 comes with a stock cooler so no need for a cooler unless you want to buy one.

this list isn't great because it doesn't include tax as pc part picker doesn't take it into account

 

if we assume tax will be about a 20% increase in price for all parts then swap the 7800 xt for this used 6700 xt, gets you down to about $2200 CAD without predicted tax ASRock Challenger D Radeon RX 6700 XT 12GB GDDR6 Graphics Card (RX6700XT CLD12G) | eBay

 

we can do sub 2000 without tax, but no am5 with a 6700 XT+ performance card (which is quite essential for a high refresh rate 1440p gaming experience)

you can go down to a 5600/12400f with different mobo and still get a good experience for under 2000 without tax I just wanted to put in the 5700X3D to be as close to the 7600 performance as possible (while being as close as i could to 2000 without tax)

How about using the stock case fans in a case like this NZXT H6 Flow ATX Mid Tower Case (CC-H61FB-01) - PCPartPicker and then telling them to get fans similar to those in your original list in one to two years when they might upgrade

sure, but you can get cheaper fans that are similarly quiet, and if you don't rack them 100%, they'll last you regardless most likely,

 

and you can get a case that has pre-installed fans for even cheaper, some cases can include even 4 pre-installed fans,
