You're a lot more likely to get AM4 boards cheap, especially B450, but the 12100F with H610 or low-end B660/B760 is a budget choice and better than the 5500 for games. If you get a B450 board you lose PCI-E 4.0 anyway, so the Ryzen 5500 choice would matter less, though the 5600 is a significantly better CPU than both.

More cache means that the CPU can process more data from the game meaning it can supply the GPU more often. Less cache doesn’t always mean the game will be bad mostly because it depends on the game you’re playing. The higher pcie gen just means the cpu and gpu can communicate quicker but this provides negligible if no gaming performance increases when going from pcie 3 to pcie 4
