If i made a Xeon server and installed maybe Debian with a gt610 and then removed it, could i still connect via VNC ? and use the gui

sounds stupid but would it work ? i does it need on board graphics?

I bought a Xeon without an iGPU by mistake. Found out the hard way, my motherboard won't allow me to boot without a GPU installed.

I would see if the motherboard allows it, IIRC some do, some don't. I would just buy a Xeon with an iGPU and not take a chance.

You always need a graphics chip, it be an iGPU, dedicated GPU or one on your motherboard.
