I choose those CPU's because they have 16 cores, but then i heard from "Core Parking" & I'm not sure anymore.
Now i think the "AMD Ryzen 7 7800X3D 8x 4.20GHz So.AM5 WOF" is the best option, because he run more "straighter", "cleaner" or without getting confusied (I don't know how to say it).
I really like to have "16 cores", so 8 cores are used for gaming and 8 cores are used for MultiTasking: (OBS, browser & so.....)

But this "Core Parking" thing, gave me a lot of "doubts"
And of course "The Announcement" of the NEW ZEN 5 CPU's that will come out next Month.
 

Why not "Intel" ??? I'm not a Fan of them. Too expensive, uses too much Power and so.
But maybe YOU can convince me other wise.

If I am being honest, you do not need to spend the extra money on the Ryzen 9 7950x3D if you only plan on using it for streaming, while it is a stronger CPU, it tends to excel in the more VR spaces and other 3D software's rather than use the extra power for a better encoder. It wouldn't hurt to get it, as it seems your are building a monster of a pc. If you do not mind the extra cost there is no harm in it at all, but in the realistic point of view it most likely would not help must to at all with encoding.

However, since you plan on getting a 4090, you could use the GPU encoder instead if you are streaming cpu heavy games. but, these parts are top of the line and prove it. you should not have a issue using either one as a stream encoder and not lose performance gaming and have packet loss due to overloaded hardware. If your internet can handle the bit rate you should have no issues with either of the CPU's you choose. I just recommend hashing out the extra money if you use VR and or 3D softwares.

If you are really worried about encoding and stuff like that, and you have the budget for it. Get a streaming pc, where it will be dedicated to only encoding your audio and video for streaming. you do not need anything crazy in this pc either, you could but fairly decent parts and or used parts from a older system to use as a streaming pc. Although the streaming pc is overkill in most cases for streamers, since not many people are streaming Realtime 1080p(or greater) 60fps, you can use it to take the load off of your pc during the stream.
