Debug-LED's on new build

I have a problem with my new build.

The CPU debug LED lights up for 3-5 seconds and then goes off again. The DRAM debug LED lights up for 2-3 seconds and then goes off again. All debug LEDs go off for 4-6 seconds. The VGA debug LED lights up after 4-6 seconds without lights and stays on permanently. The system fans and the CPU cooler fan do not spin when I try to boot.

I have tried several things:

1. Reseated GPU: Tried multiple times and used two different GPUs.
2. Checked PCIe slots: Tested both PCIe slots on the motherboard.
3. Confirmed component functionality: One of the GPUs works in my old build and I am sure my new GPU also works because it is brand new.
4. Verified connections: Ensured all power and data cables are correctly connected.
5. Tried different PCIe cables: Used different PCIe power cables for the GPU.
6. Ensured compatibility: Confirmed all components are compatible and the PSU has sufficient wattage.
7. BIOS flashback: Updated BIOS to the newest version for my motherboard.
