32gb of ddr4 at 3600mhz

EVGA 650 super nova

6650 xt oc

I am looking right now to upgrade my GPU because I found a really good price on a 6750xt but I am wondering about bottle necks with my CPU and also overall performance lifts.

An upgrade from a 6650Xt to a 6750Xt is quite meh, you'll get from like 60 fps to 70...

Rather upgrade the whole platform, a 12600K (+ board) using your DDR4 will be a WAY more useful upgrade for 1080p gaming, and cost around the same than a 6750XT

Cool, you can fit 11th gen CPUs to B560. A power unlimited 11400/11400F or 11600K can pull quite a way ahead of the 10400 in heavily CPU limited games, you can see that here for CS:GO:

 

But, many games will still be GPU-limited, even with a 6750 XT, so unless you're 100% confident that you need more CPU performance I wouldn't bother.
