Amber CPU and DRAM light - No POST

New built PC, new to building them. Worked through MOBO manual, as well as tutorials. The PC boots and stays on, but no display. The "CPU" and "DRAM" lights on the motherboard light up amber, and stay on. I tried to access the BIOS, but it did not come up. I also tried to POST with only the PSU, CPU, and MOBO in but that didn't work either. I made sure all of the cables were connected properly, according to MOBO documentation. What would be next troubleshooting step and/or fix action?
