You can run sfc \scannow to see if anything is broken.

Or its possible gpu is bugging out for some reason.

When I left click my background goes black and my programs got highlighted in black if I went over them but that is fixed after a restart but the background keeps going black

I ran it and it said it repaired the files

Then a simple reboot should be gone by now.
