Bios settings problem

Every time i try to change some settings on Bios or i don't even touch any think and press Save and Restart , it turns off and dont turn back again i can hear the fans working but no Display no keyboard light no mouse light not even for glimpse . i had windows os on my HDD i addet SSD and  installed os and then i deleted everythink from my HDD .

When i try to change settings on bios and it dosent restart pc i take out the plug and take out CMOS battery and press "ON" button for 1 minute and then i can start my pc 

What should i do , should i try to remove HDD and try to format SSD and install again OS?

Bios and modifying settings  have nothing do with having a os installed

If your bios settings are not saving either replace cmos battery or try updating the bios.
