I was playing PUBG, i was getting around 70 fps. It isn't by any means the first time my computer has been used to play PUBG on the settings i was playing. Then all of a sudden, the fans on the PC started getting very loud, i'm not sure which fans where the ones increasing. I immediately shut down the PC as i thought it may be overheating and didn't want to fry it. I waited a while 10-15 minutes before trying to turn it on and it's not turning back on. The lights on the fans and the gpu turn on (all the lights) and the fans start spinning as they usually do but there is no output to the screen. I have tried swapping the display port to the gpu to a hdmi to the motherboard (as i though it may be a problem with the GPU) and nothing changed.

 

None of the diagnosis lights on my motherboard are coming on.

 

my PC specs:

 - AMD Ryzen 5 3600 3.6 GHz 6-Core Processor

 - Gigabyte B450 Gaming X ATX AM4 Motherboard

 - Corsair Vengeance LPX 16 GB (2 x 8 GB) DDR4-3200 CL16 Memory

 - Sabrent Rocket 1 Tb NVME Solid State Drive

 - Gigabyte GAMING OC GeForce RTX 3060 Ti 8 GB Video Card

 - Corsair RM550x (2018) 550 W 80+ Gold Certified Fully Modular ATX Power Supply

 

What else should i do to test to help diagnose my problem?

If I'd a guess That might be the graphics card fans you heard. 
Could be Vbios (so the bios of the graphics card) related. When it get corrupted, it can do theses things. Although most of the time, the screen goes black, the fans goes nuts, and the pc tries to restart without sucess. 

Could also be the PSU maybe? 

If you have another graphics card, it could be good to test with it. If you don't have any other, retire the 3060Ti, and watch thoses debug led to see if the pc is booting normally based on that, without any graphics cards. 

I don't think the entire pc is dead tho, far from it.

Thanks for the response. I Tried what you said, took the GPU out and tried again, the response was the same, fans started, no debug lights no output to the monitor. I then tried refitting the GPU and got the same response.
