GPU clock,memory speed runs on max

I recently bought an Asus rtx4070 OC 12 GB and I noticed that when only Windows runs it's at 52C and the memory and GPU clock at its full speed. I don't know how to set it to don't be on full speed, any idea?

What card did you upgrade from?
Might be a worth a shot to run DDU.

What refresh is your monitor?

 

Do you have hardware accelerated software using the GPU in task manager, even when apparently idle?

Nvidia Conrrol Panel

3D Settings / Power Management

Is it on Max Performance or Adaptive / Optimal?

 

Symptoms would appear its possibly set to Max P (Full Clocks on IDLE)
