He should do a tracert IP to your server from his pc to see if anything is delaying the data transfer.  And you should do one from your server too his IP or router adress.. or his ISP router adress. to atleast see if anything makes an issue on the return data as well. 

 

what you can do, is make a vpn so no data is scanned between you. 

 

remember regardless of yours and his internet plans, since you are private ppl they are usually best effort, so if all customers are sharing the ISP uplink manages to maximize the bandwith, you will have a slower link.  

 

Internet speed is always limited by the slowest link in the chain, if that is an overworked router/firewall or service interlink is hard to say, but tracert is a start to see what responds on the way from him to you..
