CPU LOCKED AT 800MHZ AND LOW GPU USAGE WHILE PLUGGED IN ALSO

For everyone i finally found the solution: the problem was from the AC adapter i had to change it to a new one wit 150w 7A and everyone works perfectly fine now.

My laptop is lagging overall even without apps opened. my laptop has no overheating issues. while in game or in a creative app my laptop is getting laggy. my cpu frequency is just 800Mhz which is not good.

 

I have an HP pavilion gaming 15

I5-9300H

GTX1650 4GB

128 ssd 

1to hdd

updated bios

updated asus drivers

updated gpu driver (both intel and nvidia)

No viruses or malware 

 

IMPORTANT NOTE: 

THE LAPTOP WHILE ITS ON BATTERY IT WORKS COMPLETLLY FINE 

THE PROBLEM IS WHEN ITS ONLY PLUGGED IN LIKE YOU SEE IN THE SCREENSHOTS

ThrottleStop Limit Reasons shows a BD PROCHOT throttling problem. Try clearing the BD PROCHOT box on the main screen of ThrottleStop. 

 

This is caused by a failed sensor, likely in the power adapter. 

 

Check the Speed Shift box in the TPL window. Any recent laptop should enable this automatically in the BIOS. 

 

Why are you using Asus Armory Crate on an HP laptop?

I'd avoid Armory Crate on an Asus laptop, let alone an HP laptop 😂

but like you see at top left even that in throttlestop the cpu speed had increased when i benchmark the pc it shows a low performance

Open the Task Manager, go to the Details tab and find out what is running on your computer. Some background task is keeping your computer busy. It is fully using one core so benchmark scores will be poor. That is why power consumption and idle temperatures are high. My computer shows next to nothing running in the background. C0% should be very low when a computer is idle.

Maybe the Nvidia Overlay is causing high CPU usage.

I did and nothing changed. I noticed a thing when i disabled gpu from device manager then enable again the pc works perfectly fine the cpu speed,gpu clock...

But when i unplugg the pc then plugge it again the pc returns to the low performance and power again
