Pc won’t boot to OS

So my pc can boot to bios

vut when going to os the windows spinning ring gets stuck almost immediately 

tried using a new ssd 

tried resetting cmos and bios 

tried only 1 stick of ram (in different slots too )


tried going into the windows installer from usb drive 

it gets stuck in same place

 

any idea?

Have you recently changed anything, settings, hardware etc?

Haven’t changed anything

 

and can’t go to safe mode 

have no windows installed think of it as a new pc

 

when trying to go on the usb windows installer it’s stuck
