Ram limiting CPU/GPU?

This is absolutely normal if you don't play something that is insanely GPU/CPU intense.

The only thing that can happen is that you're game will slow down since it doesn't know where to put the rest of the temp data and needs to wait until there's ram free.

I'd honestly recommend to upgrade your ram though, 8GB is simply not enough anymore, especially not for Gaming. Go for at least 16GB, go 2133 mhz if you can, but if your system cant do that, just go for the max your pc can handle. Faster RAM is better.

You'll need to provide more details. What specific laptop model from HP is it?

 

Running out of RAM certainly limits performance, so more would be useful. However, the more likely performance issue would be single channel. Does the laptop have 2x4 GB or 1x8 GB? I would upgrade to e.g. 2x8 GB, provided the laptop supports it
