For while now, my download speed has just been dropping. it could be 700 mbps one minute then down to 30 mbps the next minute. We once called xfinity to come down and check out the issue, and the guy rewired some stuff in some box and said it was good, however about a few weeks later it started doing it again. I dont know if its important to list the exact specifications of my router and modem, if needed let me know but i have some type of Asus router and Motorola modem. (btw, it isnt just my computer that drops in download speed, my asus router shows the similar results as my computer). Any help and ideas is much appreciated!

Update your Ethernet driver.

Check for a router firmware update.

If the two solutions above don't work, then complain to your ISP again.

i don't know what and where you download from but most private ISP's are a best effort service. 

Internet is never faster than the slowest link so if you have a long route your downloading from it can be congested and slow. 

 

do multiple endless pings to local servers to check if it's any reduction in respons from them. including your router ISP dns server and web server, it should give you a better picture, do a traceroute to each server to check how many hops are between you and the target too.
