computers get hot.

is there an eco mode switch on the PSU? if so, you can try turning it off to see if the fan comes on.

if the fan is never ever spinning, its probably time to replace the psu. like @Chapunna said.

What make and model?  Are you actually experiencing any issues with the PC that would suggest this is actually a problem?

Not the way to test for a problem though, given it could take out the rest of your PC when it does, or burn your house down.

If the fan on the PSU used to run all the time, and is no longer turning on, then the PSU needs to be replaced.
