CPU usage mystery

Hi guys

so I got a weird bug with my laptop (HP 15 bw014la), CPU usage is stuck on 45% like forever!
it has AMD A9 9420 from 2016, but it got stuck at half capacity, system is pretty slow and the fan is spinning slow too (it was noisy as soon as it get warm)
there's not much to do in the bios, just virtualization
did a everything on windows and nothing happen
I installed Ubuntu and still getting the same bug! system runs slow and fan barely working

does anyone have any idea how to fix this?聽or is this just planned obsolesence so I buy a new laptop?馃槄
