Windows Boot Manager Error - 0xc0000428

To help others that get super stumped on this, I must of had a hardware failure. I replaced the Motherboard and CPU which fix my issue. The same SSD that wasn't booting with the previous hardware booted right away.

My PC crashed the other day and displayed a windows boot manager error of 0xc0000428. I attempted a clean install of windows on the original SSD with no luck - so I thought the SSD might have gone bad. I installed a new SSD and installed a fresh install of windows (created with RUFUS), but still got the same error. I removed all of my RAM sticks and attempted to use each one with no luck. Not sure where to go from here. What additional troubleshooting steps can I take? The system has been operating fine for just over two years now. Thanks so much.

EVGA GeForce RTX 3080 XC3 ULTRA GAMING

AMD Ryzen 9 3950x

TUF Gaming X570-Plus (Wifi)

16 gb corsair 2133 ddr4 RAM (currently one RAM stick is in whilst troubleshooting had four)

Samsung SSD 980 Pro 1TB (Brand new with clean install of windows 10)

EVGA 850W Gold PSU
