Is this PSU Enough?

Will this PSU be enough to power a 4060 and a 5600x with 5 fans including the cooler on an mATX motherboard?

A 500W unit would be enough for that configuration. However, if you want to stretch this build out as long as possible, I'd recommend a 750W unit like Corsair's RM750e as preparation for something like a 5800X3D / 7800 XT upgrade in the future. The quality difference is massive & you'd have full modularity, which is nothing to shrug off in an mATX build.

The wattage is enough but that is not a very good PSU.  If possible, spend a bit more and buy a better unit.

The RM750e as mentioned above is much better but again more expensive.

There are better budget options in the 600w range than the Zalman.

Itll be fine but id reccomend just buying a used 750/850w gold rm(x) or equivalent for 40-60$ since theyre higher quality and should last abit longer as long as you buy one <7 years old, psus generally live 10-15 years but 10 is pretty conservative for a higher quality psu so id expect 12 years bare minimum and wouldnt be surprised if the thing lives past 15 years
