I've tried with multiple CPUs, different sets of ram 2 different MOBOs but regardless of the hardware

Using integrated gpu or dedicated gpu for testing video signal?

Also helps if you mention current specs and what cpu(s) you are upgrading to/tried.

Please post specific parts you are using. The CPU(s) and motherboards you are using may be a vital clue here.

It could be a BIOS thing with the mobos needing updating before recognizing the new CPU. Could be a few other things, too.

Also, if you haven't already done this try to run the video signal from the motherboard HDMI to the monitor instead of using the graphics card.

I do not think it is the bios as the primary mobo (an asus rampage 3 formula) has a dual bios and i get no post on either bios the second mobo i tried was a gigabyte ultra durable from the same gen lga 1366 the cpus are the intel i7-950 and the intel xeon x5670 both are known to work

none which is part of my frustration because i cant reference them in my troubleshooting

Do you have a speaker installed?

Also, do you get any life? Lights, fans, anything? If not, do the paperclip test: https://www.corsair.com/us/en/explorer/diy-builder/power-supply-units/how-to-test-a-psu-power-supply-unit/

have you tried different display cables? I saw you tried different monitors.

If you have essentially replaced all hardware…time to take it to a shop. Although with hardware that old, might have trouble finding someone with the required spare parts on hand.
