upgrade to a 13600kf and MSI PRO B760-P DDR4

mobo: £140 

 

this will allow you to upgrade to any GPU you like without bottleneck in the future 

You also won't need to change your RAM to DDR5  as 13th gen supports DDR4

Games, programs or workloads that it will be used for: Adobe premiere pro, Fortnite, League of Legends, CS2 and some AAA games

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): 
I currently have a 3060ti, 32gb of ddr4 RAM. I play on 1440p 165hz monitor.

My CPU is an i7-7700. Im looking to upgrade it. I don't know to which CPU to upgrade to, intel or AMD i don't really care.
400€ is for the new CPU and Motherboard.

Ryzen 7700 or 7700X, a B650 motherboard and 32GB of DDR5 6000. Should be doable.

The mobo is 150€ and the cpu is 320€. 
Do you have any other ideas?

AM4 B550 ATX board. Or X570S.

Dead platform, just like Intel, but you also get to keep your RAM.

Well, you could do a Ryzen 5800X3D with a good B550 board, but that means you won't be able to upgrade without replacing the whole platform again.

For competitive shooters and driving simulations, the 5800X3D is better, but in everything else, it's comparable to a 7600X and the 7700X.
